Roles & Responsibilities

Core responsibilities
QUALITY ASSURANCE / HEALTH & SAFETY SUPPORT

Administer Project Management resources to assist QA / H&S to:

– Ensure compliance to QA / H&S requirements;
– Recommend penalties for subcontractor non-compliance to QA / H&S requirements.
– Ensure follow-up to site quality inspection (by external consultant) comments.

OPERATIONS SUPPORT
Administer Project Management resources to assist the Operations to:
– Incorporate constructability inputs from the Operations in design drawings;
– Ensure the timely receipt of design drawings for subcontractor tender.
– Attend the respective site meetings on a monthly basis.
– Ensure that the site managers / engineer attend their respective design meetings on a monthly basis.

FINANCE SUPPORT

Administer Project Management resources to assist the Finance to:
– Ensure prompt payment of Client progress claims;
– Justify provisions for individual projects, as well as deviations in the cost reports;

BUSINESS DEVELOPMENT SUPPORT

Administer Project Management resources to assist the Business Development to:

– Formulate technical responses to tender;
– Attend Client tender interviews (if required).

MEETINGS
– Conduct Client design kick-off meetings for assigned projects and subsequently, monitor such follow-on meetings.
– Conduct internal design meetings for assigned projects and subsequently, monitor such follow-on meetings.

– Prepare and attend pre-construction meetings with Business Development and Operations for assigned projects.

– Co-chair internal design review meetings with Project Management for assigned projects.

– Conduct monthly Client project-update meetings for assigned projects.

– Provide project updates to the Deputy Director (Projects) or Assigned Senior Project Manager as and when required.

PROJECT AUTHORITY
– Sign-off design drawings for assigned project tenders to subcontractors.
– Sign-off cost reports for assigned projects.
– Recommend Client progress claims for assigned projects.
– Recommend works order to subcontractors for assigned projects.
– Review and Recommend on variation advices to Clients for assigned projects.
– Recommend on variation orders from subcontractors for assigned projects.
– Recommend the dating and issuance of (joint) subcontractor warranty documents for assigned projects.
– Approve on site/ keys handover to the Client for assigned projects.
– Recommend on formal notifications to the Client for assigned projects.
– Recommend on post-DLP maintenance / rectification expenditures for assigned projects.
– Recommend provision figures to Director (Projects) or Deputy Director (Projects) or Assigned Senior Project

Manager for potential project cost / claims.

PROJECT RESPONSIBILITIES
– Review design drawings for value engineering and constructability considerations.
– Coordinate and verify subcontractor proposals for assigned projects during the award stage.
– Ensure compliance to cost report submission timelines.
– Negotiate subcontractor deductions for project non-compliance and breaches.
– Administer Project Management resources to oversee the following matters for assigned projects:
– Compliance to key legal obligations in relation to the project;
– Flow through of Client contract obligations to the subcontractors;
– Project schedule and site progress;
– Project cost and budget adherence;
– Project cashflow and adherence to Client progress claims;
– Formal project certifications, including handover certificates;
– Defect rectification progress, particularly during the handover / final statement claim stage;
– Any legal claims from the Client or subcontractor;
– Maintaining relationships with the Client;
– Maintaining relationships with relevant authority officers.

OTHER RESPONSIBILITIES
– Administer the filing and archiving of assigned projects documentation.
– Submit project progress reports for the Management Review.
– Recommend improvement on existing Project Management procedures / processes, including documentation.

Job specifications
Specialist Diploma in Construction Productivity or related Engineering Degree.
QS or architecture background is also acceptable.
Minimum 5 years of working experience in construction / Building sector.
